I came to know that one of its solution is to configure maven settings.xml

部分解决：

• 打开avast防火墙设置并将其关闭。
• 现在使用maven，它将下载所需的依赖项。
• 完成maven下载后，从avast设置打开防火墙。
• 因为下载了依赖项，所以使用Maven不会有任何问题。
