环境说明：SQLServer 2008 R2 版本 spring boot 2.3.5

配置文件无误

spring.jpa.database=SQL_SERVER
spring.jpa.show-sql=true
spring.jpa.generate-ddl=true
spring.jpa.hibernate.ddl-auto=update
spring.jpa.database-platform=org.hibernate.dialect.SQLServer2008Dialect

解决方法

重新安装SQLServer 2008 （不带R2版的）
