解决 The client and server can not communicate, because they do not possess a common algorithm 问题

原因：
此问题产生原因为项目的.net framework版本和服务器安装的.net 版本不一致导致Web Service客户端使用的TLS 版本与服务端使用的TLS 版本不同，所以接口连接失败，只有ASP.NET 4.5及以上才能运行TLS 1.1或TLS 1.2。

解决方法：
升级.net framework 版本到4.5.1及以上的版本，保持项目的.net framework与服务器的.net framework 版本一致

注意事项：
升级.net版本时 Web Config的compilation节点的target Framework属性必须和http Runtime保持一致，并且显示指定版本号。
