解决方式

安装淘宝镜像：
npm config set registry https://registry.npm.taobao.org

C:\Windows\system32>npm config set registry https://registry.npm.taobao.org

检查是否成功：npm config get registry

C:\Windows\system32>npm config get registry
https://registry.npm.taobao.org/

重新安装：npm install -g @vue/cli
