1. 管理员运行Anaconda Prompt

2. 删除文件夹：

C:\Users\**\anaconda3\pkgs\sqlite-3.39.3-h2bbff1b_0

3. 清除安装缓存

4. 修改安装源（C:\Users\***\.condarc）

最终解决方法是2，把 C:\Users\**\anaconda3\pkgs下与冲突包同名文件夹（不同版本的）都给删除，然后再重新创建新的虚拟环境
