在dispatcher servlet中，不存在bean定义。因此，在beans声明中添加以下内容--

xmlns:beans="http://www.springframework.org/schema/beans"

另外，您需要在schemaLocation中给beans提供xsd版本，如下所示，

 xsi:schemaLocation="http://www.springframework.org/schema/beans http://www.springframework.org/schema/beans/spring-beans-3.2.xsd
