I have resolved this issue via below way, hope it can help other users if they have same issue. Also it would be much appreciated if you can feedback to Fitbit Connect dev team.
I just learned Fitbit Base Station should be a USB composite Device with two HID interfaces under it. The USB composite Device in Windows should be powered by "usbccgp.sys" driver, but I also don't know why my Windows 7 x64 SP1 can't recognize it.
So I just copy the "usb.inf" from C:\Windows\System32\DriverStore\FileRepository\usb.inf_amd64_neutral_42d7284868af1f40, then I modified the "usb.inf" with adding below lines into it.
[Microsoft.Section.NTamd64]
%USB\VID_2687&PID_FB01.DeviceDesc%=Composite.Dev,USB\VID_2687&PID_FB01
It told windows the USB device with VID 2687 & PID FB01 should be USB composite Device.
Then I inserted the USB Dongle in, Windows still said "can't find the driver for the device", then I just installed the driver manually in the device manager with the revised "usb.inf". After a while, the driver is installed and two USB HID devices are found. Then, Fitbit connect can finally find the USB Dongle and can work now!
