missing Change-Id in message footer

在使用gerrit进行git commit时会生成一个changeid，用于标识一次代码审查。

changeid是根据commit-msg文件来生成的，放在项目的.git\hooks目录下

changeid缺失时，解决方法有两种

1，第一种，从服务器拷贝commit-msg文件，根据git提示在git bash中依次执行一下命令

git commit --amend --no-edit

2，第二种，手动在项目的.git\hooks目录下创建文件commit-msg
