Earth Ground Isolation

Earth ground (Chassis ground) should be isolated from the rest of the board by at least 80 mil keep out on all layers. 

The recommended exception to the keep out is as follows: earth ground and normal ground should be connected with a capacitor(C1206, 1nF, 2KV) and a high value resistor(R1206, 1 MΩ).
